Ingredients
1 lb. lean ground beef1/2 cup chopped green pepper
1/2 cup chopped onion
2/3 cup water
1 envelope taco seasoning
1 can (15 oz.) black beans, rinsed and drained
1 can (14.5 oz) Mexican-style diced tomatoes, undrained
6 (8-in.) flour tortillas
1 can (16 oz.) refried beans
3 cups (12 oz.) Mexican cheese blend, divided
